Context
The Ministry of Education (MoE) has defined literacy and the criteria for achieving full literacy under NILP to strengthen adult literacy efforts across India.
Key Definitions
Literacy: Ability to read, write, perform basic calculations, and possess digital & financial literacy.
Full Literacy: A State/UT is fully literate when its literacy rate reaches 95%.
Literate Status: Individuals are declared literate upon passing the Foundational Literacy and Numeracy Assessment Test (FLNAT).
About NILP (ULLAS - Nav Bharat Saksharta Karyakram)
Launch: Centrally sponsored scheme under NEP 2020, running from 2022-23 to 2026-27.
Budget: ₹1037.90 crore (₹700 crore from the Centre, ₹337.90 crore from States).
Objective: Empower adults (15+ years) who missed formal education with literacy & essential skills.

Beneficiaries: Identified via door-to-door surveys using a mobile app, with self-registration for non-literate adults.

Multi-platform resources via TV, radio, and Samajik Chetna Kendra centers.
